Technical Lead ROLE We need an experienced Technical Lead at the U.S. Securities and Exchange Commission (SEC). The SEC is modernizing its Electronic Data Gathering, Analysis, and Retrieval (EDGAR) system by developing a secure, cloud-based filing system and intelligent disclosure platform called FarPoint. In this role, you will have full understanding of the technical approach used by the delivery team and will be responsible for ensuring the team follows that approach, including modern DevSecOps practices, cloud-based architecture on AWS, API development, and implementation of Zero Trust security principles. RESPONSIBILITIES
Provide solution architecture and technical leadership for the overall solution including human-centered design for UI components and workflows
Define and implement the CI/CD pipeline for all aspects of the system from Infrastructure as Code to DevSecOps pipeline integrated with SEC security tools
Guide the technical team to prepare automated testing scenarios and scripts using SEC available technologies
Lead the preparation of technical project documentation and approval cycles including addressing security findings to obtain an ATO
Triage user issues to resolve within the stipulated SLAs and maintain 100% performance and uptime for production environments
REQUIRED SKILLS/EXPERIENCE
20+ years of IT experience with 10+ years as a technical lead and architect on programs with 20+ personnel
Experience with AI/ML technologies including Amazon Bedrock - required
Direct experience with SEC IT systems, especially EDGAR - highly preferred
Experience with complex architecture of AWS cloud-based solutions using a mix of AWS services and open source technologies and databases
Very strong communication and facilitation skills
Ability to rapidly prioritize competing requirements
Experience building performant, secure, cutting-edge solutions using modern tools
Deep expertise with cloud environments and tools, including current service offerings
Deep expertise with modern CI/CD development practices, related security tooling, and Infrastructure-as-Code
Experience with Government security and other related technology requirements, such as NIST 800-53, NIST 800-63, Section 508/accessibility, the Paperwork Reduction Act, and the 21st Century IDEA Act
REQUIRED EDUCATION / CERTIFICATIONS
Bachelor's degree in Information Technology, Engineering, or related field (required)
One or more AWS Cloud certification required
Formal training in ethical practices and considerations for the use of technology in a Government environment impacting the American people
