Program Manager ROLE We need an experienced Program Manager at the U.S. Securities and Exchange Commission (SEC). The SEC is modernizing its Electronic Data Gathering, Analysis, and Retrieval (EDGAR) system by developing a secure, cloud-based filing system and intelligent disclosure platform called FarPoint. In this role, you will serve as the direct liaison to the SEC's Contracting Officer, responsible for supervision and management of all contractor personnel, technical assistance, interface, and compliance with instructions from the SEC's COR(s). Serve as the direct liaison to the SEC's Contracting Officer and primary point of contact for all contractor communications
Supervise and manage all contractor personnel, technical assistance, and interface activities
Ensure compliance with all instructions and direction from the SEC's Contracting Officer's Representative(s)
Anticipate staffing needs and plan to ramp-up/down to meet program goals
Support program objectives for modernization working as an advisor to government staff to select the most feasible technologies
Devise modernization roadmap and direct staff in prototyping and delivery
Learn and implement SEC processes including change management, security, and cloud standards to meet program delivery and schedule requirements
Work with stakeholders to anticipate and prioritize changes to objectives and requirements
Communicate changes to cost estimates and schedules in advance of any program impacts
REQUIRED SKILLS/EXPERIENCE
20+ years of IT experience with 10+ years as a manager on programs with 20+ personnel
Very strong communication and facilitation skills
Hands-on technical background
Direct experience with SEC IT systems, especially EDGAR - highly preferred
Knowledge of AI with some experience in using AI on IT solutions
Experience in technical leadership
Ability to rapidly prioritize competing requirements
Proven knowledge of industry standards and best practices
Working knowledge of human-centered design practices
Ability to understand and simplify customer requirements
Ability to communicate end user feedback to technical and design leads
Proven experience with managing Agile Software Development efforts
REQUIRED EDUCATION / CERTIFICATIONS
Bachelor's degree in Information Technology, Engineering, or related field (required)
PMP certification is required
Product Delivery certification (e.g., CSPO, SAFe POPM) or equivalent work experience
