Functional Lead
ROLE
We need an experienced Functional Lead at the U.S. Securities and Exchange Commission (SEC). The SEC's Division of Corporation Finance reviews public company filings to ensure investors are provided with the material information they need to make informed investment decisions. The Disclosure Review Program (DRP) System — also known as SWAT (System of Workflow and Activity Tracking) is the cloud-based platform that enables this review work, integrating with EDGAR and other SEC systems to support the review of transactional and annual filings. In this role, you will serve as the in-house expert on DRP business process workflows, working closely with Product Owners, engineering, helpdesk staff, and SEC business stakeholders to ensure the system continues to evolve with the Division's mission. This is a full-time, remote opportunity with periodic on-site collaboration at SEC HQ in Washington, DC. We can offer a competitive salary and a comprehensive benefits package.

RESPONSIBILITIES
- Fully understand and document business requirements, business processes, and data workflows for the DRP System in detail
- Act as the in-house expert and consultant on DRP System business process workflows for both the contractor team and SEC stakeholders
- Provide input to Tier 1 helpdesk staff to support resolution of customer requests requiring data changes or business process clarifications
- Partner with Product Owners and engineering teams to translate business needs into actionable user stories, acceptance criteria, and functional specifications
- Support User Acceptance Testing (UAT) by defining test cases, preparing test data, and coordinating user-side validation
- Document and maintain workflow diagrams, process maps, and data flow artifacts that support the team's Definition of Done
- Collaborate with stakeholders across SEC's Division of Corporation Finance, Office of Information Technology, and integrated systems (EDGAR, IMDM, DREAM, MicroStrategy, Workflow Tracking System)
- Participating in Agile ceremonies including backlog refinement, sprint planning, sprint reviews, and retrospectives
- Communicate the impact of proposed system changes on business operations to both technical teams and SEC business owners
REQUIRED SKILLS/EXPERIENCE
- Development on AWS cloud
- Hands on AI/ML experience including GitHub Cursor
- Development using Aurora PostgreSQL, GitHub, Java Spring Boot
- Experienced working with Agile teams to prepare and groom backlog using Jira or GitHub
- Experience with operations and maintenance support including tiered help desk to troubleshoot and resolve issues quickly
- Expertise with reverse engineering to derive business logic of complex systems by reviewing application code and functionality
REQUIRED EDUCATION / CERTIFICATIONS
- Bachelor’s degree in Computer Science, Information Technology, Cybersecurity, or a related field - preferred
LOCATION
- Remote (with occasional on-site visits if necessary)
CLEARANCE
- U.S. citizenship is required
- Ability to obtain SEC security clearance

- Salary range: $180,000 – $190,000
