ROLE
We need an experienced Staffing and Classification HR Specialist supporting the HR Department of the Naval Surface Warfare Center Philadelphia Division (NSWCPD). NSWCPD is a Department of Defense engineering and fleet support command for the Navy's ships, submarines, and unmanned vehicles. In this role, you will assist with recruitment and placement strategies, job analysis and workforce planning, position description development, and factor and grade level determinations, while providing comprehensive staffing and classification services in accordance with federal law. RESPONSIBILITIES
- Provides HR support services to NSWCPD's Staffing and Classification Branch
- Assists with recruitment of new personnel and placement strategies
- Performs job analysis and workforce planning
- Assists in the development of position descriptions
- Assists with developing appropriate factor levels and grade levels for specific job titles
- Assists with the development of compensation plans
- Provides comprehensive classification, staffing, recruitment, and placement services in accordance with federal law
- Plans, coordinates, and develops facts and resolution support for problems across HR specialties
- Supports special projects and establishes organizational structures that are efficient, cost effective, and support career development
- Provides recommendations to management on organizational design with emphasis on career development principles
- Performs data entry of Request for Personnel Actions (RPAs) in DCPDS
- Routes RPAs to the appropriate Specialist's inbox and updates the NSWCPD RPA Tracking System (CRTS)
BACKGROUND/REQUIRED EXPERIENCE
- Five (5) years of experience providing Human Resources services related to staffing and classification
- Working knowledge and proficiency of Microsoft Office Suite programs
- Demonstrable experience examining human resources laws, policies, rules, and procedures
- Possess knowledge of Government regulations, policies, and practices under Title 5, United States Code, and other statutes and legal Authorities for Federal Human Resources.
EDUCATION
- High School Diploma or GED required; undergraduate degree preferred
LOCATION
- Philadelphia, PA Navy Yard
CLEARANCE
- Must be able to pass a Tier III background investigation to obtain a moderate risk public trust
- Must be a US Citizen
