Human Capital Assistant (Transactions Processing)
ROLE
We need a Human Capital Assistant (Transactions Processing) for the U.S. Government Publishing Office (GPO). GPO’s mission is to provide publishing and dissemination services for official and authentic government publications to Congress, Federal Agencies, and the public. Your role as a Human Capital Assistant (Transactions Processing) is to support the Human Capital Operations team by managing key administrative and transactional tasks. RESPONSIBILITIES
  • Provide administrative support for new employee orientation and offboarding.
  • Process personnel actions and ensure proper documentation is submitted and routed.
  • Support HC staff with administrative needs and USA Staffing data input.
  • Stay updated on HR terminology, procedures, and OPM regulations.
  • Ensure completion of SF-52s and SF-50s, handling actions like promotions, reassignments, and retirements.
  • Resolve discrepancies in personnel actions and collaborate with employees or supervisors.
  • Assist with HR system inquiries, offer letters, and EOD coordination.
  • Present new hire information and provide one-on-one counseling.
  • Manage onboarding procedures, including tentative offers, security, and medical packages.
  • Update SF52 Dashboard and code actions for NFC systems.
  • Respond to customer and applicant inquiries regarding applications and vacancies.
  • Compute service computation dates and process pre-employment forms.
  • Maintain recruitment files and electronic Official Personnel Folders (eOPFs).
  • Assist with front desk duties, greeting customers and routing calls.
  • Attend staff meetings and relevant training sessions.

REQUIRED SKILLS/EXPERIENCE
  • National Finance Center (NFC) EmpowHR, EPIC, EPP, Mainframe System.
  • Government Retirement and Benefits Platform (GRB) and its components.
  • eOPF.
  • Microsoft Suite includes Word, Excel, Power Point, SharePoint, Outlook, and MS Teams.
  • HC Dashboard (after training).
  • Ability to code Standard Form personnel actions with:
    • Nature of Action codes
    • Tenure
    • Probationary period
    • Legal authority
  • The Contractor should be experienced with USA Staffing including Selection Manager and Onboarding modules.
  • Skill and working knowledge of NFC/EPIC web.
  • Skill and working knowledge of GRB.
  • Basic knowledge of the full range of recruitment including:
    • Placement
    • Position management
    • Classification
    • Compensation
    • Performance management
    • Personnel support service
  • Skilled and working knowledge of USA Staffing (onboarding components).
  • Skill and working knowledge of National Finance Center’s EmpowHR system.
  • Skill and working knowledge of OPM’s eOPF system.
  • Skilled in using Windows Operating Systems.
  • Strong knowledge of Microsoft Suite including MS Outlook, MS Word, MS Excel,Power Point and MS Teams.
  • Strong working knowledge of Adobe Acrobat.
  • Ability to communicate effectively verbally and in writing.
  • Ability to write email correspondences or formal letters to various customer groups.
  • Ability to work as a member of a team to collaborate and reach a common goal.

  • Associated Degree preferred.
