ROLE
We need an experienced Labor and Employee Relations (LER) HR Specialist supporting the HR Department of the Naval Surface Warfare Center Philadelphia Division (NSWCPD). NSWCPD is a Department of Defense engineering and fleet support command for the Navy's ships, submarines, and unmanned vehicles. In this role, you will examine and advise on HR laws and policies, draft disciplinary letters and conduct administrative investigations, support Performance Management under DEMO and DPMAP, and administer the Voluntary Leave Transfer and FECA programs. RESPONSIBILITIES
- Provides HR support services to NSWCPD's Labor and Employee Relations Branch covering Employee Relations, Labor Relations, Awards, Benefits, Performance, Workers Compensation, Telework, Leave Programs, Performance Management, and Health and Wellness programs
- Examines and provides recommendations on human resources laws, policies, rules, and procedures
- Provides professional counsel to employees, supervisors, and managers
- Researches human resources topics, compiles supporting data, and writes reports on findings
- Drafts letters, including disciplinary letters for managers
- Supports process improvement teams and special projects
- Conducts administrative investigations and drafts reports on findings
- Serves as SharePoint designer and administrator for the LER SharePoint site
- Supports Performance Management program functions for the Command's Warfare Center Demonstration Project (DEMO) and DPMAP, including troubleshooting performance management tool issues
- Coordinates Command Health Fairs, benefit events, and blood drives
- Assists with employee retirements, including ordering plaques and preparing retirement letters
- Ensures LER programs comply with NAVSEA HQ Command Inspection checklists
- Drafts local instructions and policies, drafts formal and informal disciplinary letters, attends pre-action meetings with employees and supervisors, provides guidance, and drafts investigatory reports
- Supports the Telework Program, including drafting local instructions, tracking agreements, and providing guidance and training
- Administers the Voluntary Leave Transfer Program, including maintaining medical records and processing leave donations
- Provides programmatic oversight of the Federal Employees Compensation Act program, including liaison with the Department of Labor
BACKGROUND/REQUIRED EXPERIENCE
- Five (5) years of experience providing Human Resources services related to labor & employee relations
- Working knowledge and proficiency of Microsoft Office Suite programs
- Demonstrable experience examining human resources laws, policies, rules, and procedures
- Possess knowledge of Government regulations, policies, and practices under Title 5, United States Code, and other statutes and legal Authorities for Federal Human Resources.
EDUCATION
- High School Diploma or GED required; undergraduate degree preferred
LOCATION
- Philadelphia, PA Navy Yard
CLEARANCE
- Must be able to pass a Tier III background investigation to obtain a moderate risk public trust
- Must be a US Citizen
