Program Analyst III
ROLE
We need an experienced Program Analyst III at the Defense Health Agency (DHA). The DHA supports the Department of Defense by delivering integrated, affordable, and high-quality health services to military beneficiaries. In this role, you will provide program analysis support to the Cost Analysis and Performance Evaluation (CAPE) Department within the Directorate of Resource Management at U.S. Naval Hospital Guam. This includes maintaining and improving data accuracy in support of workload and expense reporting, ensuring that information is timely, actionable, and aligned with senior leadership needs. The role supports strategic decision-making with direct impact on funding, staffing, and healthcare readiness across the Western Pacific. This is a full-time opportunity. RESPONSIBILITIES
- Draft and prepare reports, presentations, talking points, and visualizations for internal use and senior leadership briefings
- Coordinate with the Command’s intranet administrator to publish program data and updates
- Schedule and facilitate meetings, seminars, training sessions, and audits related to programmatic areas
- Collect, analyze, and validate personnel labor data and clinical workload data to ensure accurate cost representation
- Reconcile manpower and workload data for reporting to DHA Financial Operations (J-8), Command leadership, and others
- Monitor compliance with DoD, Navy, BUMED, and DHA data reporting policies and ensure local procedures reflect current guidance
- Identify and analyze data discrepancies and escalate unresolved issues via appropriate helpdesk channels
- Maintain working knowledge of healthcare and financial data systems relevant to workload and cost tracking
- Serve as a resource for system upgrades, releases, and changes, ensuring appropriate application across hospital and clinics
- Assist in developing and delivering staff training on key programmatic areas to ensure awareness and compliance
- Conduct audits and reviews of department submissions and provide feedback for process improvement
- Conduct data-driven analysis and special studies to identify process improvement opportunities and recommend corrective actions
- Present analytical findings verbally or in writing to CAPE leadership and executive stakeholders
- Perform additional support tasks within the general scope of the Resource Management Department or other DHA-affiliated offices, as directed
REQUIRED QUALIFICATIONS
- Knowledge of medical office functions and clinical support processes
- Minimum of one (1) year of experience in a general medical administrative environment
- Familiarity with the concepts, functions, and reporting requirements of DMHRSi, MEPRS, and DQMC programs, with the ability to attain mastery as required
- Understanding of the structure, mission, and management objectives of the Command and its Branch Clinics, as well as DoD, Navy, BUMED, and DHA frameworks
- Ability to evaluate the quantity and quality of work performance, assess resource utilization, and validate workload reporting methods and outputs
- Ability to prepare and deliver clear, effective oral and written reports, including creation of visual materials such as graphs, charts, and presentations using current software applications
- Ability to establish and maintain effective professional relationships and secure cooperation from staff across administrative and clinical departments
- Ability to comply with DHA and DoD security and privacy requirements, including eligibility for a favorable Tier 1/NACI background investigation
- Completion of mandatory training including DoD Cyber Awareness Challenge, HIPAA, and PII handling
EDUCATION
- High school graduate or equivalent with courses in office methods and business
LOCATION
- U.S. Naval Hospital, Guam.

- U.S. citizenship is required since this role supports the U.S. Federal government
