Program Manager ROLE We need an experienced Program Manager to support the 441st Vehicle Support Chain Operations Squadron (441 VSCOS). 441 VSCOS centrally manages the Department of the Air Force's (DAF) vehicle fleet enterprise, providing program management, technical, and training support across 257 steady-state and contingency locations and 387 units, including Combat Air Force, Mobility Air Force, and ISR aircraft units, through the ELMS, AVID, and CISP application systems. In this role, you will lead monthly and quarterly program reporting, own the Integrated Master Schedule, and meet daily with the Government designee to resolve emergent issues across ELMS, AVID, and CISP. RESPONSIBILITIES
Develops, maintains, and updates monthly and quarterly program plans using an electronic data system (e.g., Microsoft Project)
Provides the monthly management review no later than the fifth calendar day of the new month
Provides the quarterly program update no later than the fifteenth calendar day of the new quarter
Develops an Integrated Master Schedule (IMS) for VSCOS leadership and submits it for Government approval within thirty calendar days of task award
Updates the IMS as major projects adjust or expire and uses it as a day-to-day execution tool
Meets with the Government designee daily to present deliverables, discuss progress, and resolve emergent technical problems
Moderates, develops, and attends all applicable production meetings and briefings, including technical meetings with 441 VSCOS clients and other stakeholders
Submits meeting minutes within five business days of meeting completion with a five percent or lower error rate
Attends the kick-off meeting within thirty calendar days of task award and produces meeting minutes identifying discussion points, agreements, and action items
Provides monthly status reports on technical progress, schedule status, travel, and pending recommendations no later than the fifth calendar day of the new month
Includes business process updates, procedural enhancements, system maintenance updates, and system improvements for ELMS, AVID, and CISP within program updates
Includes ELMS System Change Request status, Warehouse module implementation status, clean-data implementation status, and FIAR implementation status within program updates
Maintains staffing levels at 95 percent and notifies the Government PCO and COR of personnel vacancies and fills within thirty business days
REQUIRED SKILLS/EXPERIENCE
5 to 7 years of program or project management experience, preferably supporting DoW or federal IT and logistics programs
Demonstrated experience with Microsoft Project or comparable scheduling and program management tools
Working knowledge of ELMS, AVID, or similar DoW asset/fleet management systems preferred
Strong written and verbal communication skills for Government-facing status reporting and meeting facilitation
REQUIRED EDUCATION / CERTIFICATIONS
Bachelor's degree in business administration, project management, information technology, or related field; equivalent experience considered
PMP certification preferred, not required
