Business and Financial Management Lead
ROLE
We need an experienced Business and Financial Management Lead at the Surface Ship Maintenance and Modernization Directorate (SEA 21). SEA 21 is the Navy’s center of excellence for managing the lifecycle of its surface fleet. Responsible for the planning, coordination, and execution of maintenance, modernization, and inactivation activities, SEA 21 ensures that surface ships are effectively supported from introduction to retirement. The directorate integrates logistics, programmatic oversight, training, and technical solutions to help extend ship life, enhance efficiency, and align fleet capabilities with evolving requirements. In this role, you will guide budget planning, cost analysis, and financial reporting across SEA 21’s program offices, ensuring fiscal accountability and strategic resource allocation in support of lifecycle sustainment. RESPONSIBILITIES
- Summarize budgets and submit recommendations to the Government for the approval or disapproval of funds requests.
- Analyze program budgeting and accounting reports to maintain expenditure controls.
- Examine budget estimates for completeness, accuracy, and conformance with procedures and regulations.
- Prepare regular and special budget reports.
- Provide advice and technical assistance with cost analysis, fiscal allocation, and budget preparation.
- Compile and analyze accounting records and other data to determine the financial resources required to execute a program.
- Review operating budgets to analyze trends affecting budget needs.
- Perform cost-benefit analyses to compare operating programs, review financial requests, or explore alternative financing methods.
- Consult with managers to ensure that budget adjustments are made in accordance with program plans.
- Present budget and financial information to the Government to promote informed fiscal decisions.
REQUIRED QUALIFICATIONS
- 10+ years of professional experience related to business and financial resource management.
- Demonstrated competency in ERP.
- Demonstrated experience working in DoD program building budgets and developing budget exhibits.
- Demonstrated experience training other contractor BFMs to ensure their competency.
- Supervisory skills to oversee other contractor BFMs to ensure their satisfactory support.
EDUCATION
- Bachelor's degree in business, finance, accounting, or related field.
- Earned Value Management (EVM) Certification or equivalent - required
- Defense Acquisition University (DAU) Cost Estimating credential - required
PREFERRED QUALIFICATIONS
- Master’s degree in business, finance, accounting, or related field

- Washington, DC 20376
- Primarily remote. May require onsite visits for urgent/emergent requirements or in-person meetings.
CLEARANCE
- U.S. citizenship is required since this role supports the U.S. Federal government
- Secret Security Clearance Required
