Federal Healthcare Regulatory Compliance Advisor
ROLE
We need an experienced Federal Healthcare Regulatory Compliance Advisor at the Health Resources and Services Administration (HRSA) supporting the Federal Tort Claims Act (FTCA) Program. The FTCA Program provides medical malpractice liability protection to federally funded health centers and free clinics, requiring rigorous credentialing, quality assurance, and compliance oversight to reduce federal liability risk. As the FTCA Deeming Advisor, you will support FTCA program policy interpretation and implementation, develop and revise policies and procedures, and manage and respond to compliance inquiries. You will deliver technical assistance to deemed entities, provide guidance on deeming status and compliance requirements, direct health centers to relevant FTCA resources, and collaborate with HRSA staff to ensure deemed entities understand and meet ongoing program obligations. RESPONSIBILITIES
- Provide subject matter expertise in general policy, health policy compliance, regulations, legal matters, and healthcare operations to support the HRSA/FTCA program
- Support the development, revision, and implementation of FTCA program policies, procedures, and related documents
- Provide informed recommendations to HRSA on compliance issues and programmatic challenges related to the HRSA/FTCA program
- Manage and respond to inquiries regarding FTCA deeming status, compliance requirements, and programmatic issues
- Deliver one-on-one technical assistance to deemed entities via email and telephone addressing questions about the HRSA Electronic Handbooks (EHBs), compliance obligations, and FTCA program requirements
- Direct health centers to relevant FTCA resources and guidance materials
- Collaborate with HRSA staff to provide consistent and accurate policy guidance to stakeholders
- Assist deemed entities in understanding and meeting ongoing program compliance obligations to mitigate program risk
REQUIRED SKILLS / EXPERIENCE
- Minimum of 7 years experience in health policy, regulatory compliance, legal review, or healthcare operations.
- Prior experience supporting the HRSA FTCA program or federally qualified health centers (FQHCs) is strongly preferred.
- Familiarity with the FTCA Deeming Application lifecycle, including interpreting HRSA annual guidance, compiling required narratives and attachments (e.g., credentialing/privileging, risk management, QI/QA, claims history), validating eligibility and compliance requirements, and submitting the application through HRSA’s systems while tracking follow-up actions, corrections, and supporting documentation through final HRSA review and deeming determination.
DESIRED SKILLS / EXPERIENCE
- Strong expertise in policy analysis, compliance, and interpretation of federal healthcare regulations.
- Excellent communication skills, with ability to provide technical assistance and policy guidance to diverse stakeholders.
- Proven ability to develop and revise policy and program documentation.
- Proficiency in managing inquiries and documenting responses to ensure program transparency and accountability.
- Comfortability speaking in front of large virtual audiences
- Understanding of the FTCA Deeming Application process from a clinical perspective including struggles, pain points, and mitigation strategies
EDUCATION / CERTIFICATIONS
- Bachelor’s degree in Public Policy, Public Health, Healthcare Administration, Law, or related field (Master’s degree preferred).
