FOIA Site Lead Specialist
ROLE
We need a FOIA Site Lead Specialist for the Joint Task Force Guantanamo (JTF-GTMO), under the United States Southern Command (USSOUTHCOM). USSOUTHCOM is responsible for command and control of all U.S. military operations in its designated region, including security cooperation activities and military operations supporting the war on terrorism. JTF-GTMO operates as a subordinate element within USSOUTHCOM, overseeing detainee operations and related legal processes. Your role as a FOIA Site Lead Specialist will be to assist the FOIA Program Manager in processing Freedom of Information Act (FOIA) requests. The FOIA Site Lead Specialist shall conduct overall management, coordination, and serve as the primary liaison with the Government. You will be the primary point of contact for all communications with Government personnel and will be responsible for the performance of the work under this contract. This is a full-time opportunity.

RESPONSIBILITIES
  • Provide supervision for Contractor employees and coordinate and administer all on-site work
  • Provide FOIA-specific training & technical support to action officers.
  • Develop an action plan for new FOIA cases.
  • Establish processes and assign appropriate resources to effectively fulfill contract performance requirements.
  • Review and analyze FOIA requests to determination validity of claims and best actions to pursue.
  • Conduct quality assurance reviews for redactions submitted by JTF-GTMO Directorates.
  • Track and coordinate responses from various offices.
  • Redact materials where appropriate
  • Process FOIA requests using the department’s FOIA request management tracking system
  • Assemble legal documents, review cases, redact information and applying exemptions as necessary.
  • Prepare appropriate responses and electronically submit to Government staff for approvals.
  • Draft and prepare for signature responses to requests.
  • Communicate with outside organizations and higher headquarters on FOIA-related matters.
  • Provide weekly attendance reports to the Director of Finance and the COR
REQUIRED SKILLS/EXPERIENCE
  • Minimum of three (3) years’ experience in processing FOIA requests and reviewing proposed redactions
  • English language proficiency to read, write, and speak, professionally
  • Familiarity with Microsoft Office Suite, SAFE, and Redact Express.
  • Demonstrate a commitment to quality and customer support
  • Bachelor’s degree in a related field

CLEARANCE
  • Clearance Required. Either:
    • Active Top Secret (TS/SCI)
    • Active Secret Clearance with eligibility for an Interim Top Secret (TS/SCI)
CLIENT
  • United States Southern Command (USSOUTHCOM), Office of the Staff Judge Advocate, Joint Task Force – Guantanamo Bay (JTF-GTMO)

  • Travel not required
WORK HOURS
  • Monday – Friday. Between the hours of 8:00am – 4:30pm. Except Federal Holidays.

Other Considerations: applicants will be subject to a background investigation. Individual’s primary workstation is in an office area. The noise level in this environment is low to moderate. Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include the use of computer monitor screens up to 80% of the time.
