ROLE
We need an experienced Sr. Program Manager to lead PAE Maritime's Integrated Data Environment (IDE) contract. As one of the DoD's largest acquisition organizations, PAE Maritime operates within NAVSEA and collectively oversees the design, construction, maintenance, and modernization of destroyers, amphibious ships, special mission and support ships, and a wide range of boats and craft. In this role, you will provide program management support and oversight of all contractor and subcontractor activities supporting PAE Maritime's IDE and serve as the primary contractor interface with the Government Technical Point of Contact (TPOC) and Contracting Officer's Representative (COR). RESPONSIBILITIES
  • Provide program management support and oversight of all contractor and subcontractor activities supporting PAE Maritime IDE requirements throughout the full contract lifecycle.
  • Serve as the primary contractor interface with the Government TPOC and COR; prepare and deliver executive-level briefings, reports, and meeting minutes documenting attendance, decisions, and action items.
  • Apply Earned Value Management (EVM) principles to monitor cost, schedule, and performance across all contract task areas; submit cost projections and Basis of Estimates to support Government budgeting processes.
  • Coordinate with the Government TPOC and COR to plan, schedule, and execute approved PAE Maritime IDE upgrades in collaboration with the development team.
  • Procure, administer, and maintain all commercial software license agreements; submit semi-annual software maintenance license reports and coordinate EULA reviews for Government approval.
  • Oversee configuration management of all hardware, software, and service configurations across both IL5 and IL6 environments; manage IDE access controls and user account workflow tools across all segmented enclaves.
  • Ensure program execution aligns with ISO 9001 Quality Management System (QMS) principles, CMMI Level III practices, and applicable Engineering Change Management processes.
  • Develop and maintain the Project Development and Implementation Plan (PDIP) and deliver Monthly Status Reports (MSR) to the TPOC and COR.

REQUIRED SKILLS/EXPERIENCE
  • 15+ years of professional experience in business or program management.
  • Experience supporting Naval Special Warfare (NSW) and/or Special Operations Forces (SOF).
  • Experience with financial analysis and the DoD budget and program process.
  • Proficiency with Microsoft Office products including Word, Excel, and PowerPoint.

PREFERRED SKILLS/EXPERIENCE
  • 20+ years of professional experience in business or program management.
  • Experience supporting program office leadership team and COR; demonstrated ability to manage prime contractor staff.
  • Proven experience identifying support requirements and applying resources to meet program milestones.
  • Prior NAVSOF military experience – highly desired

EDUCATION / CERTIFICATIONS
  • Bachelor’s degree in a related field – required
  • Minimum of 18 years of professional experience related to the labor category in lieu of degree.
  • Master’s degree in engineering or related field - preferred
  • Project Management Professional (PMP) certification or DAU Level III Program Management certification – preferred
